It is a truism of the modern age: “To err is human; to really foul things up takes a computer.”

This is especially true if those computers are outdated and outmoded, which happens to describe New Jersey’s hodgepodge of anachronistic state government clunkers.

Gov. Chris Christie wants to change that, and Democrats in the Legislature don’t seem to share his concern. Inexplicably, Democratic lawmakers did not include Christie’s proposal to spend $5.5 million to upgrade them in their budget, putting data as well as services to residents at risk.

The Legislature should waste no time in restoring that $5.5 million as a down payment on a five-year, $60 million upgrade the state needs to bring the system up to date.

New Jersey’s makeshift, patchwork IT operation is a mess. Not only bureaucrats, but taxpayers, will be affected by the inevitable computer failures lurking around the bend.

In some cases, those failures have already surfaced. Because of the Motor Vehicle Commission’s computer issues, New Jersey is one of a handful of states that doesn’t let drivers renew their licenses by mail or online. A computer failure on July 11 kept hundreds of MVC customers in long lines for hours.

New Jersey’s information technology “super highway” is more like a pothole-ridden, two-lane country road. It is split between an independent office and a separate technology staff in each state department. Those offices don’t communicate as closely as they should.

Many of the computer systems are so old that in some departments only one person knows how to work them. If that person retires, and something goes wrong, nobody is left who knows how to fix it.

Both of New Jersey’s data centers lack the data storage needed to add new applications, a critical issue because storage demands are growing between 20 percent and 35 percent a year.

Christie said he looked for a crank to operate his desktop computer the first time he saw it, and that an abacus would be more useful. The Legislature shouldn’t need an abacus to recognize that money spent now on computer upgrades will save a lot more later.

As Raymond Martinez, MVC chief, put it: “So if I have a brand-new car, with a brand-new engine that’s been rebuilt, and it works great, that’s not really going to help me if the road that I have to drive on is not built, if the traffic signals don’t work on that road, if there’s no gas stations, if there’s no stop signs.”

The Legislature should allocate money to upgrade the Stone Age computer system with which it has saddled the state — and us.

Case in point: I had a video call-capable phone circa 2003 (an NEC model on the just-launched Three network) and it was atrocious, not to mention expensive and restricted to a limited, just-born 3G carrier. Several months after buying it I called every single person I knew who had a compatible device, and neither of them wanted to talk to me using video. It was uncomfortable for us all, and I couldn’t afford the limited novelty anyway.

The iPhone’s hardly changing the cost issue with its £500 SIM-free price tag. But a number of other factors have changed in the years since: firstly, broadband. Circa 2002, broadband was in just 100,000 UK homes at a typical speed of 512Kbps. Today, my home connection is a 50Mbps fibre-optic line, and the Government saw 2Mbps as a minimum speed requirement for all homes as part of Digital Britain.

Secondly, Facebook, YouTube and our culture’s comfort with using video as a communication medium have all arisen in the time since video calling’s first appearances -- we “broadcast ourselves” without thinking twice, we liveblog over Qik, we show our danglies on Chatroulette. It’s a different social landscape.

Thirdly, thanks to netbooks and the low cost of laptops, I’d struggle to find a modern household today without a camera-equipped computer and Wi-Fi network. That wasn’t necessarily true back when video calling was being pushed as the reason to adopt a 3G cameraphone, and it effectively halves the number of people required to have a compatible mobile device, i.e. an iPhone 4.

Finally, unlike previous video-capable phones that used low-bandwidth 3GP video to fit tiny screens, the iPhone has a massive screen and a stonking good camera. Video calls actually look good; they’re compelling. Unlike before, videos no longer appear as postage stamp-sized collections of pixels fighting for the title of Most Indistinguishable Blob. Instead, when I call my brother from a hotel bar in Japan, he’ll be able to see the 10 cups of sake I’m drinking -- and they’re not big cups.

Combine all these factors and it’s clear that desktop adoption of FaceTime could be the catalyst to its success.

Apple just sold 1.7 million iPhone 4s in three days and claims it will sell “tens of millions of FaceTime devices this year” (a quote that initially led me to wonder if by “devices” Steve Jobs was also including Macs, incidentally). If the only barriers to entry are that one of you needs an iPhone, one of you needs a computer and you both need Wi-Fi, we’re actually ready -- technologically, financially and socially -- to adopt video calling, necessity be damned.

Windows comes with tools built into the operating system that makes changes to the registry for you. One of these you should get to know well is msconfig. Every program you download had someone programming it that believes you cannot live without his or her software program running all the time and starting up every time you start your computer.
For almost all software, this is not the case. You can live without his or her program running constantly on your computer. Even Microsoft office and Corel office install themselves into your startup process. They must have thought while writing that program, that everyone will be using their product as soon as they boot up so let’s tell the computer to go ahead and do that for them,.
Go to start, the little button in the lower left hand side of your computer, in most instances. Now click on run. Type in “msconfig”. You will see several options. Normal startup, Diagnostic startup, and Selective startup. We are going to be selective today and from now on, so click selective.
Now on the tabs at the top, choose startup. You will see all the programs that startup when your computer boots up. Some of these are necessary and some are not. If you are unsure what
You can leave those in. Now to the right you will see paths to where the programs are and most will provide a clue as to what they are for. Pretty much anything to do with your Internet connection, your printer, your mouse, or other items you know you need should stay checked. Anything to do with your virus program should be left alone as well.
Others like schedulers you don’t use, QuickTime or quicktask, MSN messenger, Yahoo pager, RealPlayer, Quickview, search anything, Microsoft Office, Corel Office, etc. can be unchecked. Microsoft and Corel Office will work just fine when you go to use them without having them in your startup menu.
The same goes for the other programs. They do not need to be running until you decide you need them. Once you begin to take control of your computer and learn what makes it tick, the less you will depend on those long tech support calls.
Once you have unchecked all of the programs you know for sure do not need to be there, hit “apply”, then “ok”. It will tell you that you need to reboot. So go ahead and do that after you save this article or bookmark it so you can see what to do next.
After you reboot, you will get a popup that says something like, “OH MY GOD! You have chosen to change some settings! Are you sure?! Make sure you check the box that says don’t show me this dramatic popup anymore, then close that.
Go back to “start”, “run”, type msconfig again. Go back to the tab at the top that says “startup.” If there is anything you were not sure of that you wish to remove, go ahead, but only pick one! Important, only pick one, then reboot to see if that one caused you any problems. If it does, then you simply go back to msconfig, check the box back again and reboot again. You can repeat this for each of the ones you were not sure about removing.
